ธรรมาภิบาลในศาสตร์พระราชา : การทำหน้าที่กับความเมตตากรุณา

ธรรมาภิบาล คือ การบริหารจัดการที่ดีโดยให้คุณค่าและความสำคัญแก่ชุมชน แต่ในขณะเดียวกันก็ไม่ละเลยปัจเจกบุคคล  ผู้บริหารหรือผู้ปกครองที่มีธรรมาภิบาลจำเป็นต้องมีความยุติธรรม (justice) และความสำนึกในหน้าที่ของตน เป็นต้น ดังปรากฏในทรรศนะทางปรัชญาการเมืองของจอห์น รอลส์ (John Rawls, ค.ศ. ๑๙๒๑–๒๐๐๒) นักปรัชญาชาวอเมริกันยุคปัจจุบัน  รอลส์มีแนวคิดส่งเสริมสิทธิ เสรีภาพ และความเท่าเทียมกันของประชาชน เนื่องจากปัจจัยเหล่านั้นทำให้ประชาชนได้รับความยุติธรรมในสังคม ประชาชนแต่ละคนจึงไม่สามารถสละสิทธิ เสรีภาพ และความเท่าเทียมกันเพื่อประโยชน์ของส่วนรวมได้  ด้วยเหตุนี้ รอลส์จึงไม่เห็นด้วยกับทรรศนะทางปรัชญาแบบประโยชน์นิยม (Utilitarianism) ที่เห็นประโยชน์ส่วนรวมสำคัญมากกว่าส่วนตัว แต่รอลส์กลับสนับสนุนทรรศนะทางปรัชญาของอิมมานูเอล คานท์ (Immanuel Kant, ค.ศ. ๑๗๒๔–๑๘๐๔) นักปรัชญาชาวเยอรมันผู้มีแนวคิดว่า มนุษย์ทุกคนมีจิตสำนึกเรื่องการทำหน้าที่และความยุติธรรมมาตั้งแต่เกิด

ในพุทธปรัชญา มีแนวคิดเรื่องการทำหน้าที่ปรากฏในพระพุทธโอวาทของพระพุทธเจ้าอยู่หลายเรื่องหลายตอนในพระไตรปิฎก และเป็นแนวคิดที่ควบคู่ไปกับเรื่องความเมตตากรุณา  เรื่องการทำหน้าที่เป็นจริยธรรมทางสังคม ส่วนความเมตตากรุณาเป็นคุณธรรมที่มนุษย์ทุกคนควรพัฒนาขึ้นเป็นพื้นฐานของจิตใจ  ในพุทธศาสนาเถรวาท พระอรหันต์เป็นแบบอย่างของผู้ที่ปฏิบัติหน้าที่และมีความเมตตาในขณะเดียวกันอย่างสมบูรณ์ เพราะปราศจากกิเลสตัณหาและดำรงชีวิตเพื่อประโยชน์สุขของผู้อื่น

แนวคิดเรื่องการทำหน้าที่กับความมีเมตตากรุณาปรากฏอย่างชัดเจนในศาสตร์พระราชา (The King’s Philosophy) ที่พระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร หรือ “ในหลวงรัชกาลที่ ๙” พระราชทานแก่ประชาชนชาวไทยทั้งมวลเพื่อการดำรงชีวิตที่ดีงาม เป็นประโยชน์ต่อตนเองและส่วนรวมอย่างยั่งยืน เช่น ทรงส่งเสริมให้ปฏิบัติหน้าที่เพื่อหน้าที่ ซึ่งมีผลให้บรรลุคุณธรรมของความเป็นมนุษย์ และพัฒนาความเมตตากรุณาในจิตใจและในการกระทำต่อผู้อื่นหรือสิ่งอื่น ซึ่งมีผลพลอยได้คือ ความสุขใจ  การทำหน้าที่และความเมตตากรุณานี้ปรากฏอยู่ในทศพิธราชธรรมซึ่งเป็นธรรมสำคัญยิ่งในพระปฐมบรมราชโองการและเป็นแบบอย่างของธรรมาภิบาลของผู้ปกครองและผู้บริหารทุกประเภท ทุกระดับที่พึงปฏิบัติต่อผู้ใต้ปกครองของตน
